New Productivity and Social Risk Prevention: Governance Challenges in the Context of Innovation-Driven Development

Abstract:Against the backdrop of the continuous deepening of the innovation-driven development strategy, new-quality productive forces have emerged as a key engine driving the socio-economic transformation of China in the new era. They not only promote the optimisation of industrial structures and the upgrading of development models but also give rise to new social risks and governance challenges at the invisible level. With the widespread application of technologies such as generative artificial intelligence, big data, and blockchain, traditional governance systems are increasingly facing challenges in addressing cross-sectoral, cross-platform, and cross-regional risks, including institutional lag, ineffective governance tools, and insufficient coordination among stakeholders. This paper, based on risk society theory and the framework of governance modernisation, systematically examines the logic behind the emergence of social risks in the development of new-quality productive forces, analyses the structural obstacles faced by China's governance system in addressing emerging risks, and, drawing on domestic and international governance practices, proposes policy recommendations including institutional and technological coordination, multi-stakeholder co-governance, proactive risk prevention and control, and the modernisation of governance concepts. The study finds that while new-quality productivity empowers governance, it also reshapes the social risk landscape, necessitating institutional innovation and enhanced governance capabilities to achieve a dynamic balance between ‘innovation-driven development’ and ‘risk prevention and control.’ The conclusions of this paper not only contribute theoretically to expanding research on the social governance of new-quality productivity but also provide policy references for China to achieve risk resilience and social stability in its governance modernisation process.
