Key Technologies and Implementation Framework for Enterprise AI Strategic Planning and Application Development

Abstract: Enterprise AI strategic planning is a continuous iterative mechanism that aligns business and technology, rather than a one-time top-level design effort. Existing framework research generally underestimates the systematic impact of data governance gaps and scenario misalignment on AI implementation effectiveness. Based on AI application practices in manufacturing, energy and power, and diversified industrial groups, this paper constructs a planning system covering three core dimensions: strategic alignment, infrastructure assessment, and data asset governance. It examines the root causes and internal mechanisms from four aspects: strategic disconnection, data quality deficiencies, scenario overgeneralization, and system integration barriers. It further proposes a business-oriented strategic alignment mechanism, an application-driven data governance path, a small-scale high-value scenario validation method, and a lightweight integrated deployment scheme, providing a systematic implementation framework for the deep integration of the Industrial Internet and AI.
