From Algorithm Influence to Intelligent Empowerment: Research on Governance of Teenagers’ Digital Growth in the Era of Artificial Intelligence

Abstract: Artificial intelligence is rapidly permeating the daily lives of teenagers at an unprecedented pace, gradually transforming the fundamental ways they learn, interact, entertain themselves, and participate in society. The widespread application of algorithmic recommendations and generative artificial intelligence (AIGC) has enabled digital technology to no longer merely serve as an auxiliary tool for teenagers to obtain information and complete learning tasks, but to also become involved in the processes of their cognitive formation, value judgment, and self-understanding. Especially in personalized recommendation environments, platforms continuously adjust the content supply based on users’ browsing records, interaction behaviors, and interest preferences. This resulting information environment, while enhancing the convenience of content acquisition, may also continuously reinforce existing interests, limiting the opportunities for teenagers to encounter different viewpoints and diverse information, and further influencing their value judgments and identity formation. At the same time, the role of artificial intelligence cannot be understood solely from a risk perspective. Intelligent learning tools, digital sports applications, and intelligent services for family scenarios are expanding the support methods for teenagers’ development, providing new technological conditions for personalized learning, health promotion, and family education.
Based on the theories related to digital governance and youth development, this article examines algorithm technology within the context of changes in the environment for youth growth, and conducts an analysis from four interrelated aspects: algorithm influence, risk formation, intelligent empowerment, and collaborative governance. The article argues that the significance of artificial intelligence for youth development has transcended the scope of a general technological tool, and it is gradually becoming a social environmental factor that affects the growth experiences and development opportunities of young people. Therefore, the governance of digital growth for young people also needs to adjust the previous governance approach that mainly focused on restricting usage and preventing risks. In addition to necessary algorithm norms and risk control, attention should also be paid to the cultivation of young people’s digital literacy and application capabilities of artificial intelligence, expand the reasonable application of intelligent technologies in scenarios such as education, sports, and family support, and strengthen collaboration among families, schools, and society. Only by combining risk control with development support can the relationship between technological progress and youth growth be better handled, and enable artificial intelligence to truly serve the long-term and all-round development of young people.
